Smart city construction should not be mistaken
Smart cities are an important aspect of urban governance innovation. Shan Zhiguang, deputy director of the Informatization Research Department of the State Information Center, believes that there are currently "three highs and two lows" problems in smart city construction. "Three highs" refers to "high investment" in smart city construction, often billions or even tens of billions of yuan; "high technology", excessive pursuit of the application of new technologies; "high risk", no effective profit model and sustainable development mechanism have been formed. "Two lows" refers to low efficiency and low returns. The emergence of these problems shows that smart city construction is entering a misunderstanding.
"The original intention of building a smart city is to use modern technology to force the city to effectively adjust some unreasonable order and interests. Through data circulation, data openness and sharing, through business collaboration and intelligent service capacity enhancement, the city's management system, governance structure, public service methods and industrial layout will be more reasonable and optimized, transparent and efficient." Shan Zhiguang said.
Shan Zhiguang believes that with an emphasis on building a new type of smart city, the new model should reflect the above connotations. "First of all, there must be a new type of policy mechanism. There is no reform and innovation at the government level, but just use technology to accumulate, which is not a real smart city." Shan Zhiguang said that at the same time, it is necessary to innovate the development model, reflecting technological innovation, management innovation, service model innovation, capital operation innovation and so on.
