Accelerate urban air traffic demonstration applications. With Jinan as the main area and the Jinan metropolitan area and the provincial capital economic circle as the linkage area, build urban sky roads, create three-dimensional transportation, pilot promote smart air travel equipment such as eVTOL to accelerate market application, and cultivate new forms of manned air transportation such as business travel, air ferry, and private charter aircraft to meet the needs of the people for fast, convenient, flexible and diverse travel.

Expand the new low-altitude consumer market. Relying on key tourist cities such as Jinan and Qingdao, establish cross-industry alliances to cultivate low-altitude tourism and aviation sports consumer markets. Support key tourist areas such as the Yellow River, Wonderland Coast, and Red Yimeng to develop diverse low-altitude tourism products. Promote in Laiwu, Feixian and other well-founded counties to carry out consumer flight activities such as flight experience and aviation skydiving, hold aviation sports events and exhibitions with international influence, and create aviation sports agglomeration areas.

Build a new low-altitude landmark application scene. Relying on Jinan and Qingdao metropolitan areas, create a green and intensive industry-city integration scene, and guide counties to expand characteristic landmark scenes. Support universities and research institutes to build early test scenarios for original and disruptive technologies, lead technological iterative breakthroughs, and accelerate product promotion and application.
