破解零碳产业园建设规范和成果评价难题

“双碳”战略目标下,零碳园区、近零碳产业园等概念纷纷被提出,地方政府、企业和社会团体的参与热情高涨。但如何建设零碳园区,一段时期内缺乏一套可执行的标准体系。

  5月22日,笔者从内蒙古自治区市场监督管理局获悉,为扎实推进零碳产业园落地,形成可执行、可参照、可复制的规范标准,内蒙古近期发布了《零碳产业园计量评价规范》地方标准,在已发布的《绿色电力应用评价方法》地方标准、《零碳产业园区建设规范》地方标准的基础上,率先在全国范围内形成零碳产业园完整的地方标准体系。

地方版零碳产业园标准填补空白

  零碳工业园区,一般是指在一定区域内直接或间接产生的温室气体排放总量,在一定时间内通过技术、交易等方式抵消,实现零碳排放的园区。

  作为传统能源大省,内蒙古具有丰富的风光资源,其中风能资源技术可开发量14.6亿千瓦,约占全国的57%,太阳能资源技术可开发量94亿千瓦,约占全国的21%,“风光”无限,潜力无穷,是建设零碳产业园的优势地区。

  2022年4月,鄂尔多斯零碳产业园正式建成投产。该园区构建以新能源为主体的新型电力系统、零碳数字操作系统和绿色新工业集群三大支柱,规划到2025年助力当地实现3000亿元绿色新工业产值,创造10万个绿色高科技岗位,每年实现1亿吨二氧化碳的减排目标。

  随后,鄂尔多斯市棋盘井工业园区零碳无尘智慧物流园、包头市达尔罕茂明安联合旗零碳园区、通辽市千万千瓦级风光储氢氨一体化零碳产业园……从自治区到市、县,内蒙古大胆开展零碳实践,涌现出多个零碳概念园区。

  基于零碳园区的建设实践,内蒙古在全国率先制定了零碳产业园地方标准体系,从规划布局、统计核算、减排路径、评估改进、信息披露等方面为零碳产业园的建设提供统一、清晰的前瞻性指导。
