大湄公河次区域国家加快推进运输和贸易便利化

5月24日至25日,大湄公河次区域(GMS)国家便利运输委员会联合委员会特别会议暨高官会在越南河内举行,交通运输部副部长刘小明率中国代表团出席。会上,刘小明与泰国交通部部长阿空分别代表各自政府率先签署了《关于实施〈大湄公河次区域便利货物及人员跨境运输协定〉“早期收获”的谅解备忘录》(简称《“早期收获”备忘录》)。

刘小明在会上指出,推动运输和贸易便利化是大湄公河次区域经济合作的主要目标之一,也是中国政府“一带一路”倡议的重要内容。他敦促未能在本次会议上签署《“早期收获”备忘录》的其他国家尽快完成国内有关程序,早日签署并推动实施。他强调,“一带一路”倡议下国际合作的蓬勃发展为GMS经济社会的进一步发展提供了新机遇,希望各国抓住宝贵机会,以推动实施跨境运输便利化具体措施为抓手,促进实现GMS运输便利化和经济合作发展目标,为各国人民带来实惠。

阿空高度认同刘小明关于应加快《“早期收获”备忘录》签署和实施工作的建议,认为这将在促进跨境运输便利化的同时,增强本地区对私人投资者的吸引力。他呼吁GMS各国应加快有关法律法规和管理制度的改革,让货物和人员流动更加自由。

会议期间,与会各国就加快签署和启动实施《“早期收获”备忘录》达成了新的时间路线图和工作计划,并围绕《大湄公河次区域便利货物及人员跨境运输协定》的修订工作,重点就开通新的GMS跨境道路运输线路和出入境站点等问题进行了深入讨论。刘小明还分别与泰国、越南、缅甸等国与会的交通运输部门领导就加强双边国际道路运输合作等共同关心的问题交换了意见。
