problem

The construction units are uneven, and there is a gap between garden products and design concepts

Due to the misunderstanding of traditional understanding, some construction units believe that garden engineering is not technical and rigorous, the project risk is small, the profit is high, and it is just a very simple thing to plant trees and grass. Therefore, a large number of greening construction personnel called "urban farmers" are involved in the construction team. They lack the ability to deeply understand the design drawings and lack the systematic knowledge of plant cultivation techniques, resulting in a great discount to the construction quality. As everyone knows, "three points of design, seven points of construction", a good design or creativity requires more effort and effort from the builder, otherwise, the ideal artistic effect is also a castle in the air.

The project manager's responsibility system is a mere formality, and the subject of responsibility and rights is not unified

Since the promotion of the project manager responsibility system, the level of project management in our country has made great progress, but there are still some problems. Due to many reasons such as the system, the project manager responsibility system has not been completely implemented in the current landscaping project, resulting in the project manager responsibility system. It is also a mere form and surface, and some project managers are in an awkward situation, resulting in the phenomenon that the project site management is not the project manager himself.

It is common to not strictly follow the drawings or change the design plan at will

The construction of landscaping projects is to scientifically and artistically play the role of greening and beautification of plants according to the design requirements, so the design drawings are the soul of the landscaping project. Without the design drawings, the construction of the project will be impossible. However, in the actual construction process, some builders and construction parties do not strictly follow the drawings for their own interests, subjectively change the location, variety and specification of seedlings, resulting in very different landscape effects and design intentions; or according to individual will, they can change the original design concept and plan at will, completely changing the original composition of the designer.

The importance of soil replacement and improvement is seriously insufficient

At present, in the construction of greening projects, most of the planting soil is the original structural soil that has been destroyed, which is not conducive to the survival and growth of plants. In order to save costs, some construction units do not perform soil replacement, and bury the construction waste on site; the soil that meets the planting requirements on site is not cleaned up; the euphemistically called soil improvement is to symbolically sprinkle some peat soil on the surface of the soil, which does not play a role in improvement at all. As everyone knows, the quality of the soil will directly affect the survival rate of plants after planting and the later growth effect.

The construction of supervision talent team lags behind, and industry supervision and integrity mechanisms exist

Although the landscape industry in our country has developed rapidly in recent years, there have been many problems in the greening industry, such as the lack of professional landscape supervision personnel, the lack of supervision work, and the existence of loopholes in the industry supervision mechanism, such as building construction supervision concurrently serving as greening construction supervision, the construction party bribes the supervision unit and staff, the supervision turns a blind eye to the construction party‘s violation of construction specifications, and some supervisors take the initiative to take action, etc., which deteriorates the professional environment of supervision. In addition, there are fewer mandatory provisions in the "Code for Construction and Acceptance of Urban Greening Projects", and the discretion of the construction unit is relatively large. These problems have all had a negative impact on the supervision work and brought severe challenges to the credibility of the supervision.

Strictly implement the bidding system and do a good job in the selection of construction units

Landscaping projects must strictly implement the bidding system, raise the industry threshold, and allow construction units with construction qualifications, good construction performance and reputation to participate in the bidding. Even small-scale greening projects must also involve enterprises with greening construction qualifications, so that the quality of landscape engineering construction can be fundamentally guaranteed. Only by implementing the survival of the fittest can those construction units with low construction level and poor reputation be passively withdrawn from the landscape construction industry, effectively solving the mixed situation of the landscape construction market.

Unify the subject of responsibility and rights, and thoroughly implement the project manager responsibility system

Since the implementation of the project manager responsibility system, it has promoted the integration of project management in our country with international standards, and realized the leap-forward development of project management in our country. Although there have been some bottlenecks in details, it is generally positive and progressive. We can only emancipate our minds, change our concepts, actively explore, improve the system, unify responsibilities, rights and interests, strengthen the supervision of project managers by enterprises, strengthen the responsibility of project managers, weaken the power and interests of project managers, severely punish and reward, and fully and thoroughly implement the project manager responsibility system. In order to effectively solve the embarrassing situation of project manager responsibility system flowing in form and surface.

Strictly follow the drawings for construction and abide by the "one pen" system for design changes

We must give and respect the designer‘s absolute has the voice over the design plan, and strictly follow the drawings for construction. If it is really necessary to make changes to the plan, we should strictly abide by the change procedures, seek the permission and signature of the design unit and the chief designer, and change the "one pen" system in the action plan. For those who do not strictly follow the drawings and do not abide by the design plan change procedures, the design unit and designer have the right to refuse to stamp and sign on the completion drawing. Only by strictly observing this basic red line can we ensure the originality of the design drawings from the system and ensure the quality of the landscaping project from the source.
