健全治理废弃矿山“四大体系” 打造生态文明建

6月30日下午,省政协召开人口资源环境发展态势分析会,聚焦“加快建设绿色生态屏障”主题议政建言。省政协副主席牛立文出席会议并讲话。

会上,省地矿局党委书记、局长朱学文等8位委员及专家学者围绕会议主题作了发言。

朱学文指出,党的十八大以来,我省坚决贯彻习近平生态文明思想,不断加大矿山地质环境修复治理力度,取得较好社会、经济和生态效益。面对新时代新需求,我省废弃矿山生态修复仍面临资金缺口较大、基础支撑能力较弱、地方管理法规较旧等困难挑战。

朱学文建议,要深入学习贯彻习近平生态文明思想,牢固树立绿水青山就是金山银山的理念,深刻领会“人不负青山,青山定不负人”的科学论断,坚定不移走生态优先、绿色发展之路。结合我省实际,建立健全“四大体系”,打好废弃矿山生态修复“组合拳”,推进废弃矿山治理“升级版”,逐步使废弃矿山变成绿水青山,着力打造生态文明建设安徽样板。一要完善管理制度体系。组织修订《安徽省矿山地质环境保护条例》,进一步建立健全矿山资源高效利用制度、生态保护和修复制度、废弃矿产修复责任制度。严格按照“绿色矿山”建设标准,边开采、边治理,坚决“遏增量”;加快废弃矿山治理,及时“减存量”。二要建立日常调查体系。在现有矿山地质调查基础上,有计划开展全省矿山地质环境详查,重点开展长江经济带、淮河沿线、环巢湖地区、两淮采煤塌陷区等重点功能区、主要矿山资源集中开发区详查,掌握全省矿山地质环境现状。三是健全动态监测体系。采用新技术新方法全方位、全天候、高精度进行矿山动态监测。建立全省矿山地质环境兼动态管理暨信息化平台建设,实施大数据管理、云平台指挥。四是探索多元治理体系。探索利用市场化方式推进矿山生态修复办法,加快构建政府为主导、企业为主体、社会组织和公众共同参与的矿山生态修复治理体系。

长期以来,省地矿局发挥地质工作基础性、公益性作用,积极参与全省废弃矿山生态修复规划编制、矿山地质环境监测体系建设等,高质量推进矿山生态修复项目,为现代化五大发展美好安徽建设做出了积极贡献。(局办公室 王跃)
