局专题会议学习贯彻习近平总书记重要指示精神

7月3日,局党委书记、局长朱学文主持召开专题会议,传达学习习近平总书记关于防汛救灾工作的重要指示精神,传达学习省委常委会关于全力做好防汛救灾的会议精神和周喜安副省长就洪涝地质灾害防御工作的批示精神,研究部署贯彻落实工作。

会议听取了2020年以来地质灾害防治工作有关情况汇报。指出,2020年以来,在省委省政府的坚强领导和省自然资源厅的有力指导下,各地勘单位积极主动发挥作用,在调查评价、监测预警、综合治理、应急防治等方面做了大量工作,为全省地质灾害防治提供了全面的技术支撑和坚强的技术保障。

会议认为,2020年汛期以来,我省气候状况总体偏差,极端天气气候事件偏多,地质灾害呈多发态势,全省地质灾害防治压力较大,迫切需要地勘单位进一步强化责任担当,加大工作对接,加强监测预警,切实把确保人民生命安全放在第一位落到实处。

会议强调,要高度重视,坚决贯彻落实习近平总书记重要指示精神和省委省政府有关部署,以对人民极端负责的态度,全面扎实做好汛期地质灾害防治各项工作。一要坚持高位推动,加快网格平台建设。在挂牌成立安徽省地质灾害应急技术指导中心基础上,加大工作对接,尽快推动市级地灾防治中心挂牌,更好发挥地勘单位技术优势。二要坚持部门联动,建立防灾救灾机制。加强工作研究,争取理顺工作联动中的关系。三要坚持科技带动,加强防治技术研究。加大突发性地质灾害发生、发育规律研究,开展地质灾害隐患早期识别和防治关键技术研究。四要坚持多方发动,积极做好群测群防技术服务,切实保障人民群众生命财产安全。
