局党委理论学习中心组开展法治专题学习

6月28日,局党委召开本年度第十一次理论学习中心组扩大会,深入学习习近平总书记在中央政治局第二十次集体学习时的讲话以及在宁夏考察调研时的讲话精神等,观看民法典辅导讲座视频。局党委书记、局长朱学文主持会议,并上了一堂题为《尊法学法守法用法 持续提升全局法治建设工作水平》的法治课。局领导骆方平、施申轶、侯其标、刘长华参加学习会并领学相关学习内容。

朱学文指出,要结合行业特色学法普法,着力提升干部职工法治意识。一是突出学习重点。干部职工不仅要重点研读宪法这个根本大法以及民法典等法律法规,而且要结合地勘工作需要,认真学习促进地勘经济发展的法律法规。当前,重点要抓好民法典的学习宣传工作。全局要结合实际,以民法典学习宣传贯彻为契机,加快推进各项工作法治化建设,不断提升工作法治化水平。二是扩大普法工作覆盖面。要因地制宜,根据地质工作高度流动、野外作业分散的特点,采取送法到机台、普法在线学习等有针对性的工作措施,开展形式多样的普法活动。三是与警示教育结合起来。针对典型案例,及时组织开展警示教育,充分发挥以案释法的引导、规范、预防和教育功能。四是抓住重要时间节点。要积极利用“4•22”世界地球日、“6•25”全国土地日、“8•29”全国测绘法日等时间节点,面对系统内外职工群众深入开展法律法规宣传和咨询活动。

朱学文强调,要运用法治思维和法治方式开展工作,着力推动地矿事业高质量发展。一是依法推进改革。当前,在事企分离、拓展公益职能等各项重点工作推进进程中,迫切需要运用法治思维法治方式深化改革、推动发展、化解矛盾、维护稳定。二是建立健全依法决策机制。严格落实《重大行政决策程序暂行条例》,坚持调查研究、可行性论证等机制,同时积极发挥法律顾问作用,坚持政务公开。三是推进法治考核。要建立健全全局法治建设考核评价体系,结合省委巡视反馈、综合考核反馈、审计反馈及省监委监察建议,将法治建设情况作为局属单位年度考核及其领导人员考核重要内容。要健全完善重大决策终身负责追究制度和责任倒查制度,不断强化权力制约监督。

朱学文指出,要抓住领导干部这个“关键少数”,发挥示范作用。一是以身作则。要坚持宪法法律至上、法律面前人人平等、权由法定等基本法治观念,对各种危害法治、破坏法治、践踏法治的行为要挺身而出、坚决斗争。地质行业历史遗留问题多、职工人数多、发展负担重,在处理、化解涉及职工切身利益的矛盾问题上,要坚守法律底线,时刻以法律为准绳,具体问题具体分析,是什么问题就按什么问题处理,防止矛盾激化。二是严格要求身边人。领导干部不仅自己要守法,也要对下属及亲属、子女从严要求,影响和带动他们自觉守法。要传承我们党的优良家风传统,带头树立良好家风。三是遵守相关制度。要通过严格落实《党政主要负责人履行推进法治建设第一责任人职责规定》《关于完善国家工作人员学法用法制度的意见》、党委中心组学法等相关制度,促进领导干部把尊法学法守法用法变成一种自觉、一种习惯。

朱学文强调,要加强社会主义核心价值观建设,将树立良好道德风尚与弘扬法治精神紧密结合。持续加强社会主义核心价值观教育,不断提升全局干部职工思想道德素质。要总结经验,不断创新社会主义核心价值观宣传教育方式,增强宣传教育的覆盖率、针对性,努力把社会主义核心价值观有效融入全局法治建设中。

会上,与会人员还集体学习了习近平总书记关于效能建设的重要论述以及省委有关厉行节约的相关文件,观看了中国人民大学王利明教授主讲的《民法典的时代精神与中国特色》视频。
