En el mismo mes, se dio a conocer el plan de implementación para la conservación de energía y la reducción de las emisiones en el "14º Plan Quinquenal" de Tianjin, que requiere la promoción ordenada de la conversión y el cierre de las unidades alimentadas con carbón autoabastecidas, y la promoción de mejoras de ahorro de energía y transformación de la flexibilidad de las unidades de energía alimentadas con carbón activo.
