As of December 31, 2022, the mileage penetration rate of its high-speed NGP function has exceeded 60%. Last September, NGP, a high-end intelligent driver assistance function based on urban road conditions, was launched in Guangzhou and will be available in multiple cities and models in Shenzhen and Shanghai in 2023, further accelerating the popularization of autonomous driving mass production technology.

Promote the acceleration of legislative work related to intelligent connected vehicles and autonomous driving

With the rapid development of autonomous driving technology, the relevant laws and regulations in our country are not perfect for the identification of responsibility for traffic accidents and product access standards that may occur in the operation of intelligent networked vehicles in the operation of autonomous driving systems. Relevant national ministries and commissions have started to carry out the pilot work of intelligent networked vehicles access and road access. It is recommended that on the basis of the existing policies and regulations promoted and formulated by various departments and localities, further improve the legal and regulatory system, speed up the relevant legislation of autonomous cars, clarify the legal requirements, product access requirements, accident determination boundaries, product liability, etc., and improve the relevant standards of "cyber security, data security, functional safety and expected functional safety" and other relevant standards formulation and management norms. On this basis, we will accelerate the formation of a legal system for the operation of intelligent connected vehicles and autonomous cars with Chinese characteristics, promote the vigorous development of the industry, and maintain our country's global leading position in the intelligent connected vehicle industry.

Explore the establishment of autonomous driving technology and autonomous car insurance product system

Due to the imperfection of laws, regulations and policies on autonomous driving, it is difficult to define the subject of responsibility, the lack of accident compensation rules, the difficulty of defining claims, and the lack of relevant data, there is no mature autonomous driving insurance product in China. Existing laws and regulations such as the Insurance Law do not elaborate and regulate the insurance issue of autonomous driving, and the state has not issued special development strategies, policies or relevant guidance. Although some companies have tried to launch autonomous car insurance, they have not yet landed.

In his proposal, He Xiaopeng called for: through the cooperation of industry authorities, industry associations, enterprises and other parties, accelerate the exploration and improvement of insurance protection mechanisms, better support the development of autonomous driving technology and the promotion and application of autonomous vehicles, and jointly promote the high-quality development of the autonomous car industry. In the process of exploration, He Xiaopeng also put forward three suggestions: first, formulate a programmatic plan for autonomous car insurance, second, encourage some regions to carry out autonomous driving insurance innovation pilot, and third, encourage autonomous car companies to participate in insurance product innovation.

Promote the acceleration of the urban high-precision map review process

According to the "Opinions of the State Council on Launching the Pilot Work of Business Environment Innovation" issued by the State Council in November 2021 and the "Notice on Doing a Good Job in the Pilot Work of Intelligent Connected Vehicles High-precision Map Application" issued by the General Office of the Ministry of Natural Resources in 2022, the first batch of intelligent connected vehicles high-precision map application pilots will be carried out in Beijing, Shanghai, Guangzhou, Shenzhen, Hangzhou and Chongqing, forming a technology path and demonstration model for the safe application of autonomous driving-related maps that can be replicated and promoted nationwide.

In landing applications, by the end of 2022, Guangzhou, Shenzhen and Shanghai among the pilot cities have introduced corresponding high-precision map pilot policies and corresponding review processes. However, due to the rapid changes in urban road conditions in our country, high-precision maps are often faced with the dilemma of being released today and expiring tomorrow. High-level assisted driving relies heavily on the accuracy of high-precision maps. If it cannot be updated in a timely and accurate manner, it will affect the application of technology in the vehicle. It is urgent to improve the efficiency of map update by speeding up optimization and simplifying the corresponding review process, so as to promote the better promotion and application of high-precision maps of intelligent connected vehicles across the country, and more effectively ensure the safety of autonomous driving.

When talking about how to better speed up the review process of urban high-precision maps, He Xiaopeng said in his proposal that under the premise of ensuring the security of national geographic information, further optimize, simplify and facilitate the review process of high-precision maps, and take more effective ways to achieve timely update of data, shorten the cycle of high-precision maps from collection to use, and speed up data accumulation and technological iteration and innovation. The core measures are three: one is to allow the incremental update of maps to be centrally reviewed, the other is to establish an online filing process and a mechanism for first use and later review, and the third is to allow and encourage the update of maps in a crowd-sourced manner.

Developing the new energy vehicle industry and promoting the innovative development of intelligent connected vehicles are not only high-frequency words in the work reports of local governments in 2023, but also key topics of economic and people's livelihood. He Xiaopeng's two-session proposal on accelerating the implementation of autonomous driving applications and systematically guaranteeing the implementation of autonomous driving applications puts forward specific suggestions from the aspects of technological innovation driving and optimizing policy supply.
