立邦被政府点名不环保 被指污染大气、水和土壤

昨天,记者从四川省环境保护厅新近公布的《2018年四川省重点排污单位名录》(以下简称名录)了解到,立邦、紫荆花、嘉宝莉、巴德士等再次被纳入2018年四川省重点排污单位。

相比2016年被纳入四川废气污染源重点监控企业名单,2018年,立邦分别被纳入水环境重点排污单位和土壤环境污染重点监管单位。此外,多家为涂料行业提供原材料的钛白粉厂家也均被纳入重点监管名录。

四川省环境保护厅相关负责人告诉记者,溶剂型涂料和含胶类涂料的成分十分复杂,含有很多有机化合物,可释放大量的有害气体。如溶剂型涂料,含有大量挥发性很强的有机物,是空气污染的重要来源。而含胶类涂料本身含有大量甲醛及多种重金属如铅、汞、锰以及砷等有害物质,则会对人群的健康造成直接危害。

据悉,这些涂料生产所产生的污染物,不仅成分复杂,含污量高,而且其中含有有毒物质,故而处理难度较大,成本较高。部分企业为追求利益,罔顾环境污染,放任毒气、毒物肆意排放。

记者查看日前上海印发的《上海市2018年重点排污单位名录》发现,包括立邦、巴斯夫、嘉宝莉、巴德士等知名品牌在内的多家涂料企业再次被纳入重点排污名单。立邦同样是“再进宫”——分别被纳入大气环境重点排污单位、土壤环境污染重点监管单位两份名录,而德资涂企巴斯夫则分别被纳入水环境重点排污单位、大气环境重点排污单位两份名录。

上海绿洲生态保护交流中心相关负责人何先生告诉记者,一直以来,溶剂型和含胶类涂料企业都是污染大户,虽然近年来环保政策收紧,但仍有涂企在环保不达标、未验收的情况下擅自开工,也有部分企业则直接选择转移到二三线城市。

他认为,转移并不能减少污染,而且二三线城市的环保执法也日益趋紧。要根除污染,除了加大政策的落实,更依赖于消费市场的导向,以及整个涂料领域环保技术的绿色创新突破。
