四川:千方百计为农民工就业畅出路开门路

近年来,四川省委、省政府高度重视农民工工作,坚持把服务保障农民工工作作为一项战略性工程来抓。特别是今年新冠肺炎疫情发生后,四川千方百计稳定和扩大农民工就业,坚持有组织地开展农民工转移输出服务,全链条式支持农民工返乡创业,全省农民工就业保持总体稳定。
抓转移输出稳“基本盘”
省外输出就业实现逆势增长
稳定农民工就业就稳定了全省就业基本盘。疫情发生后,四川通过深化东西部劳务扶贫协作等渠道,千方百计稳定省外转移输出的农民工特别是贫困劳动力就业。
为畅通农民工返岗复工路,四川在全国率先探索外出务工人员健康证明,与广东、浙江、福建等川籍农民工重点输入的10个省(市)建立健康证明互认机制;开通返岗交通“春风行动”,实现农民工“家门车门厂门”无缝衔接。
农民工省内转移就业也是重点。为帮助农民工在省内就近就业稳定就业,全省各地各部门主动靠前服务,摸清企业用工需求、农民工底数和就业意愿,通过精准举措,确保农民工“求职有门、就业有路、困难有助。”
1至6月,全省农民工已转移就业2380.1万人,包括省内转移就业1272.4万人、省外输出就业1107.7万人。其中,省外输出就业比去年同期增加22.8万人,实现逆势增长。
创业带就业夯“蓄水池”
全链条式支持农民工返乡创业
近年来,四川省委、省政府高度重视农民工返乡创业,制定出台《促进返乡下乡创业二十二条措施》,从办理证照、土地支持、平台搭建等环节,创新和细化了22条创业扶持措施,全链条式支持农民工返乡创业。疫情之下,各地各部门对返乡创业农民工创业贷款、公共服务等方面加强保障。一系列支持农民工返乡创业的举措将陆续实施,2020年四川省农民工返乡入乡创业项目系列推介活动、建立四川省农民工返乡入乡创业专家服务团等。
    今年1至6月,全省农民工返乡创业人数新增5.82万人,创办企业2.58万个,实现产值196亿元,带动25万人就地就近就业。
新职业新岗位变“新引擎”
发展新经济扩大就业新空间
保市场主体是稳定和扩大就业的关键所在。为此,四川将继续深入实施就业优先政策,根据就业形势变化及时调整政策,坚持减负、稳岗、扩就业并举,全面落实财政、金融、税收等扶持政策,及时帮助各类市场主体渡过难关,更好吸纳带动就业。
同时,提出打造就业“新引擎”,抢抓国家加快“两新一重”建设机遇,大力发展现代产业体系,促进服务业和消费型企业发展,加快发展平台经济、共享经济等新产业新模式新业态,支持企业探索共享用工,合理开发乡村保洁、水管员、护路员等公益性岗位,创造更多新职业、新工种、新岗位,多渠道多途径帮助农民工就业。
面对经济下行压力,四川充分发挥省政府驻外办事机构、农民工服务站和稳就业工作专班作用,持续推进省外转移就业。加强农民工失业风险监测,及时帮助失业农民工在外就地转岗就业。同时,加强劳务协作和工作对接,拓展转移就业渠道,深入做好技能培训、权益维护、帮扶服务对接等工作,确保劳动力尤其是贫困劳动力输得出、稳得住、留得下、能增收。
