In the report, Hou Qibiao directly attacked the universal problems existing in the grass-roots party building work, and corrected the wrong understanding of the "two skins" of party building and business by discussing the dialectical unity relationship between grass-roots party building work as both "face" and "lining"; by telling the vivid deeds of "grass-roots party branches", he strengthened the cognition of grasping the grass-roots party building work, building strong branches, giving full play to the role of branch secretaries "head geese" and the vanguard and exemplary role of party members.

Hou Qibiao pointed out that if grass-roots party organizations are compared to an organic whole, we need to strictly govern the party to "change blood" for them, strengthen education management to "transfuse blood" for them, and improve the quality of party members to "make blood" for them, so as to form an effective metabolism.
