Zhu Xuewen pointed out that since the 18th National Congress of the Communist Party of China, our province has resolutely implemented Xi Jinping's thought of ecological civilization, continuously increased the restoration of mine geological environment, and achieved better social, economic and ecological benefits. Facing the new demands of the new era, the ecological restoration of abandoned mines in our province still faces difficulties such as a large funding gap, weak basic support capacity, and outdated local management regulations.
Zhu Xuewen suggested that it is necessary to deeply study and implement Xi Jinping's thought on ecological civilization, firmly establish the concept that green waters and green mountains are golden mountains and silver mountains, deeply understand the scientific conclusion that "people live up to green mountains, and green mountains will live up to people", and unswervingly follow the road of ecological priority and green development. Combined with the actual situation of our province, establish and improve the "four major systems", lay a good "combination fist" for ecological restoration of abandoned mines, and promote the "upgraded version" of abandoned mine governance. Gradually turn abandoned mines into green waters and green mountains, and strive to build an Anhui model for ecological civilization construction. First, we must improve the management system. Organize the revision of the "Regulations on Mine Geological Environmental Protection in Anhui Province" to further establish and improve the efficient utilization system of mine resources, ecological protection and restoration system, and waste mineral restoration responsibility system. Strictly in accordance with the "green mine" construction standards, while mining, while governance, resolutely "check the increase"; speed up the treatment of abandoned mines, timely "reduce the stock". Second, to establish a daily survey system. On the basis of the existing mine geological survey, there are plans to carry out detailed investigation of the province's mine geological environment, focusing on the Yangtze River Economic Belt, along the Huaihe River, the area around Chaohu Lake, the two Huai Huai coal mining subsidence area and other key functional areas, the main mine resources concentrated development zone detailed investigation, to grasp the current situation of the province's mine geological environment. Third, improve the dynamic monitoring system. Adopt new technologies and new methods for all-round, all-weather, high-precision mine dynamic monitoring. Establish the province's mine geological environment and dynamic management and information platform construction, implement big data management, cloud platform command. Fourth, explore the multi-governance system. Explore the use of market-oriented methods to promote mine ecological restoration, and accelerate the construction of a mine ecological restoration governance system led by the government, with enterprises as the main body, and with the participation of social organizations and the public.
For a long time, the Provincial Bureau of Geology and Mineral Resources has played a fundamental and public welfare role in geological work, actively participated in the preparation of the province's abandoned mine ecological restoration planning, and the construction of the mine geological environment monitoring system, etc., and promoted the mine ecological restoration project with high quality.
