推进居住小区充电设施建设,优化公共充电站布局,加快公路干线充电设施建设……3月19日,河南省郑州市发布《郑州市电动汽车充电基础设施发展规划(2024-2035年)》(以下简称《发展规划》),进一步布局郑州市新能源汽车充电基础设施。

《发展规划》提到,到2025年末,全市充电设施规模力争达到21.4万个,达到全国先进水平;2035年郑州市新能源汽车保有量将达到270万辆,郑州市充电设施规模预计达到110万个。其中,个人充电桩90万个,公共专用充电设施20万个。《发展规划》明确将构建全面的充电服务体系,重点推进居住小区自用充电桩及公共机构、企业、产业园区、景区停车位(场)公用充电设施建设,加快干线公路沿线服务区快速充电设施布局,积极推动公共服务领域停车场集中式充换电设施建设,努力满足郑州市新能源汽车城际出行和省外过境电动汽车充电需求。其中,通过“个人充电桩+统建统营、社区自治+有序充电技术应用”组合方式,结合老旧小区改造,推进居住小区停车位的电气化改造,保障居民个人充电桩的安装权益,做到能装尽装;鼓励有条件的单位内部充电设施和居住小区充电设施开放共享,提升充电服务能力;高速公路新建服务区要按照不低于停车位总数40%的比例配建快速充电桩或预留充电设施接口;在公交、环卫、物流、通勤等公共服务领域,要因地制宜在运营线路沿线配建充换电设施,到2025年,公共服务领域停车场配建充电设施的车位比例不低于25%。值得一提的是,郑州市还将围绕充电网络、行业监管、新技术推广、设施共享等重点任务进行集中发力。提升充电设施智能化管理水平,推进市级平台与运营企业的互联互通工作,建立和完善充电设施数据传输标准和数据采集机制,促进企业间数据共享,提升市民充电便利性;强化汽车、电池和充电设施生产企业产品质量安全责任,严格建设、设计、施工、监理单位建设安装质量安全把关;鼓励充电设施运营企业优先在商业服务区、高速服务区、交通枢纽和主干道沿线停车场建设超级充电设施,支持在超级充电站内增建光伏储能设备;推进示范性集中式公用充电站建设,站内具备供电、充电、消防、商业、休息等功能分区,探索综合性充电场景;支持优势企业发展整机组装、液冷枪线生产、充电桩生产、光伏设备生产、储能设备生产、电力配套设备生产等项目,完善产业链,加快形成百亿级的充电设备产业集群。
