    《忍者神龟》里的地下世界,杭州要有了杭州开

    动画片《忍者神龟》里,美国纽约那个“神秘”的地下世界,未来要在杭州真实呈现了。
    近日,记者从杭州市建委了解到,杭州今年列入国家试点的7条地下综合管廊已进入全面开工建设阶段。
    截至12月22日,艮山东路综合管廊工程、德胜路综合管廊工程、大江东(江东大道、河景路、青西三路)综合管廊工程、沿江大道综合管廊工程和富阳区金桥北路综合管廊工程5个项目7条管廊,已全部完成相关手续办理,各项目首开标段的施工机械全部进场到位。
    据了解,这些地下综合管廊项目全长34.35公里,投资约59.8亿元,获中央财政补贴约12亿元。计划于2017年底前完工,2018年正式投入运营。

    地下综合管廊是在城市地下用于集中铺设电力、通信、广播电视、给水、排水、燃气等市政管线的公共隧道,包括干线型综合管廊、支线型综合管廊和缆线型综合管廊,是集约化铺设地下管线的一种方式。

    今年4月,杭州从众多申请国家地下综合管廊试点的城市中脱颖而出,入选第二批国家试点城市。8月,杭州出台《杭州市地下空间开发近期建设规划(2016—2020年)》,杭州首次出台地下空间开发建设五年规划。

    钱塘自古繁华,历来是寸土寸金的地方,地面建设用地资源十分稀缺,城市交通拥堵、都市空间逼仄,而丰富的地下空间资源却利用甚少,开发潜力非常大。此前,宁波东部新城核心区域历经15年漫长研究,于今年正式竣工启用全省首条地下综合管廊。

    管中窥豹,这些努力与探索,为我们揭开了“地下城”的一角。杭州“地下城”,将建成什么模样?

    半年多来,杭州因地制宜,分步实施地下综合管廊建设,补齐城市基础设施的短板,统筹处理当前与长远、新区与旧区、地上与地下的关系,发挥政府主导作用,加大政策和资金扶持力度,充分发挥市场作用,吸引社会资本广泛参与地下综合管廊建设,创新地下综合管廊投融资模式,提高城市基础设施服务水平。

     到2020年,杭州力争累计建成地下综合管廊80公里,部分新区、园区、成片开发区域形成环网规模,“马路拉链”逐步减少,地下管线的应急防灾、安全运营水平逐步提升;到2040年,力争累计建成地下综合管廊200公里,城市建成区范围连片成网,地下综合管廊发挥规模效应,地下管线的应急防灾、安全运营水平明显提升,地下综合管廊建设管理处于国内先进水平。
