青海:“十项措施”推动高校毕业生到城乡社区

近日,青海省人社厅、省委组织部等七部门联合印发了《关于做好高校毕业生到城乡社区就业创业有关工作的通知》,从五个方面提出“十项措施”,推动高校毕业生到城乡社区就业创业。
  一是培育城乡社区服务岗位,吸纳高校毕业生到城乡社区就业。紧紧围绕城乡社区居民的各类服务需求,通过落实税费减免、场地支持等政策,支持和鼓励城乡社区培育发展各类社区服务机构,从而开发更多的社区服务岗位吸纳高校毕业生就业。
  二是推进社区工作者队伍建设,吸纳高校毕业生充实城乡社区工作力量。推进城乡社区工作者职业体系建设和城乡社区工作职业体系建设,加快地方治理制度创新发展,把社区党组织、基层群众性自治组织成员以及其他社区专职工作人员纳入城乡社区工作者队伍,建立健全评价选拔激励机制,吸纳高校毕业生到城乡社区就业。
  三是强化社区治理和服务能力,鼓励高校毕业生到社区服务就业。全面提升社区治理和服务水平,加快充实社区工作力量,鼓励高校毕业生到劳动就业、社会保障等不同岗位与居民利益密切相关的社区服务领域岗位就业。同时,针对今年新冠肺炎疫情暴露出的人员紧缺的问题,允许医学专业高校毕业生面试直接申请乡村医生职业注册,提升乡村医生队伍整体素质。
  四是落实企业扶持政策,鼓励社区服务类企业吸纳高校毕业生就业。社区服务类企业新增就业岗位吸纳高校毕业生就业,按规定享受社保补贴和一次性奖励,中小微企业每招用1名毕业年度高校毕业生,签订1年以上劳动合同,并进行就业登记的,给予企业1000元一次性吸纳就业补贴,补贴期限为2020年1月1日至12月31日。
  五是支持社会组织设立见习基地,提升高校毕业生到城乡社区就业服务能力。支持城乡社区服务类社会组织设立高校毕业生就业见习基地,开展就业见习的,规定可按现行政策享受生活费补贴和一次性奖励。
  六是强化创业引领,鼓励高校毕业生到城乡社区创业。支持高校毕业生积极投身城乡社区服务领域创业,按规定享受税费减免、创业补贴、创业提供贷款等政策。
  七是加大就业服务力度,多渠道为城乡社区高校毕业生提供就业服务。针对城乡社区用人单位需求和高校毕业生专业特点,及时收集城乡社区领域招聘信息,并通过多种渠道推送开展招聘活动。同时,组织高校毕业生参加各类创业培训、职业技能培训、就业专项培训等,提升就业创业能力和技术技能水平。
  八是重视激励关怀,助力到城乡社区服务的高校毕业生成长成才。将到城乡社区就业创业的高校毕业生纳入当地人才政策扶持范围,对符合条件的提供一定程度的周转房、医疗、子女就读、落户等支持,鼓励乡镇社区就业的符合条件高校毕业生申报相应系列职称,助力高校毕业生在城乡社区成长成才。
  九是营造舆论氛围,增强高校毕业生到城乡社区服务热情。选树一批扎根城乡社区高校毕业生典型,大力宣传优秀事迹和突出贡献,引导在校大学生学习社区工作知识,增强服务群众的工作方法和本领,营造良好的社会氛围,增强高校毕业生到城乡社区服务热情。
  十是夯实责任担当,全力推进高校毕业生到城乡社区就业。将引导和鼓励高校毕业生到城乡社区就业创业纳入当地就业、人才和城乡社区治理工作总体安排,把高校毕业生在城乡社区就业创业情况纳入文明城市(区)、文明城镇、文明单位测评体系,充分发挥各相关部门职能,形成工作合力,全力推进高校毕业生到城乡社区就业。
